Max VG e-liquids and 100% VG e-liquids are two different things.
The amount of VG in a Max VG e-liquid can vary, but is likely to contain some PG too; when manufacturers call an e-liquid "Max VG", they generally mean that the blend contains the perfect amount of VG without compromising flavour, as flavourings tend to come with a PG base. The exact amount of VG and PG in a Max VG e-liquid varies from manufacturer to manufacturer, but the vast majority will have 70% VG or more.
